I have tons of experience with this, but probably can't help, as I fought this issue on a Ford Explorer for 18 months. Tried everything but never fixed it.
but...I would check to see if your fuel tank has a check valve. From what I've seen, these are somewhat similar to the mechanism on the inside of a toilet, however usually mounted "sideways". There is usually a spring or some sort of device to keep the valve closed, while still being "soft" enough to let fluid flow in. Sometimes these can get gummed up and stuck in a partially open position. I hate to say it, but i really don't know what the current design is for boat fuel tanks though, but I would assume there is some sort of safety for roll-over or fire prevention.
It's also been my experience that some types of fuel nozzles are becoming more and more sensitive to back pressure, especially newer designs.
