I have no idea what the "hat-shaped" bracket is for. The bungees are installed from the top side. The ball end and flat plate on the bunge go down thru the hole. This rectangular flat plate is narrow enough to go through the hole but long enough to to keep the bungee from pulling up through the hole and mounting cover plate.

Maybe it's a place to hook bungee when not in use

Got this done today also, would of thought it would be a direct swap. Nope! Had to drill the holes out about 1/8 wider for the new pieces, works great.

Thanks for the tip Gary on how to hook the cooler with the bungies, hooks facing does make it easier....

Yes, we felt it was easier to hook that way and much easier unhook. When you remove the cooler, Whether you fold up the cooler shelf and leave the bungees laying loose or hook them to each other when the cooler is removed is your choice.
