Super Bottom Kote is an ablative paint made by Interlux, and typically used in high-fouling areas (zebra mussels and such). You can learn more at

So you're saying you washed something off and got down to a blue colored paint? I take it the top surface was black or a darker blue? Yes, an ablative paint will come off if you scrub it hard or pressure wash it. I only have mine lightly scrubbed when taking it out for a high-speed run doesn't sufficiently clear the gunk off.
It's common to use different colors of paints between coats. This helps you see when the top layer has worn off, revealing the differently colored coats below. I've got black then red ablative layers, with a blue barrier beneath them. If I start seeing the red it means time to repaint the black ablative. If I see blue then it's REALLY time to reapply.
