Yep. you pull out the chartplotter and that lets you get to the back of the dash. From there you can get to the back of the turned gauge and fix it. Most gauges are held in place with a U-shaped bracket, typically with a single nut. The bracket pulls the gauge against the dash. You remove the chartplotter by first popping off the bezel (best done with a tack puller tool, which looks like a slightly bent screwdriver that has a fork in it). Once the bezel is off you remove the four screws around the perimeter of the plotter. It'll then pull right out of the dash. There should be just enough slack in the wires to allow you to set the plotter out of the way, rested on the steering wheel. Otherwise just disconnect the wires. Each plug is uniquely shaped so you don't have to worry too much about what goes where.
As to the flickering. check the voltage at the plotter when it's flickering. And compare that against the voltage at the battery. If there's more than a 1v difference then you might need to replace the power line going to the plotter. Could be the same sort of trouble you had with the fridge.
