Our boat has 2 engine compartment blowers, both on the starboard side, with hoses that reach the level of the bottom of the engine. On the port side we have 2 passive openings (I don't recall if these have hoses on them or not).
My questions is - is this how the Vista 328 came from the factory and is it correct? My surveyor suggested that there should be an active blower motor on each side, so 1 active, 1 passive per side. The reasoning was the way there are stringers on which the engines sit divide the bilge.

Opinions? I want to make sure it's setup correctly and that the previous owner didn't change anything from the factory.

It is not a bad idea! I don't know your boat, but gas vapers are heaver than air. So yes, the vapers will settle between the stringers. Most twin engines have, what I will call an oil pan. The stingers are set up so that if oil, gas, & coolent leak out, it will be contained below that engine.

As far as an active blower, I have never heard of one. But what do I know, I never a twin engine boat.

I would have it U.S.C.G. inspected. It's free, 3rd party opinion and they will know!! They could find/point out someting else that you don't see. They will even tell you about double banding raw water hoses.

To avoid confusion regarding my question:

Active - Vent line that has an electric blower motor installed (so, air out)
Passive - Vent line that is just a hole in the boat (so, air in)

Air in on 1 side out on the other, that's the way all 3 of the boats I own(ed) have been.

I have never heard of a blower pulling air in, always blows out.

Blower blows air out, creates a vacuum and sucks air in the passive vents (holes). At least that's how I think of it. You are absolutly correct in that you would never use a blower to pressurize your engine compartment; at least I wouldn't.
