Here's a quick update. I ended up taking out the top tank. I made a 6 in hole in the top with a dremel and stuck the pumpout with an attachment in there to empty out remaining junk. First of all, the dremel cut through the tank like butter. The hole in the top tank that connects to the hose between the tanks was about as wide as my index finger. Then the hose between the tanks had a 90 degree elbow. That is where the clog must have started. I was initially going to keep the top tank and just clean it out, but in the end, just wanted the 10 year old crap off of the boat (30 gallons is going to be enough). After disconnecting all the hoses, the tank popped right out with a little prying. I did not have to cut the tank in half or anything.
I took out part of the hose that connects the vacuum generator to the waste tank and connected a new 6 ft extension to it using a straight coupler. I did not pull out the entire hose, but probably will do it toward the end of the summer. I do have a slight leak at the coupler though. I just put the hose around it and clamped it in. Am I suppose to use teflon tape or something else when doing this?
Three weeks later, hopefully this will resolve my odor issue and my wife will come to the boat.
