Those original 4 brass/ bronze screws are a PITA (hey, I finally picked up an American abbreviation !). Replace them with Allen/ cap head stainless screws.

if the originals are sheared off, what's left in the backplate should be easy to remove as the backplate' screws are the same material; no corrosion. The pump is held on to the pulley by 3 bolts; easily removed if you can't work on it on the boat.

Ah, the joys of boat ownership. I'm glad you're fixing it correctly and not just throwing money away for a new housing.

Check to see if you have a splined steering shaft or the taper shaft with the woodruff key. Splined you probably should use a puller, taper, you remove the nut holding on the wheel mount to the shaft, spray penetrating oil on the between the wheel mount and shaft, screw the nut back on just to cover the threads, take a piece of wood, cover the nut and tap with a hammer while pulling back on the wheel. Reason for re-installing the nut using this method, so the wheel does not fly off and smack you in the forehead ;)
Look for the woodruff key (will look like a half moon shaped piece of steel and will probably fall out when you remove the wheel).
Coat the key with grease to keep in the slot in the shaft.

When re-installing a wheel always lube the steering shaft with a water proof marine grease so if you ever have to remove it again its not a bad job.
