Any comments on checking if it works, how to fix it or repair parts. The holding tank show's Empty but I know it is not empty and the Fresh Water shows Full and I can see the water level on the tank side to be around half full.

Which model tank gauge do you have? A common fix on the holding tanks, is to use a bacteria treatment to eat the waste vs a chemical treatment to mask the odor. I've had great luck with "Unique Marine Digest It", I've heard great things about NoFlex Digestor but I'm not a fan of the granular form (always seems to get stuck in the toilet seal).

Using something like that, will help free up stuck level gauge floats inside the tank itself. It could be a bad gauge - but I'd bet money on it being a stuck float inside the tank.
