Yep for sure that's the PS cooler...sea water runs through it and cools the power steering fluid...and it's hard to get at so sometimes it's not drained properly...although I have found on my 4.3 if you have the bow fo the boat slightly down... and remove the raw water intake hose at the thermo housing and point it down...it will drain the cooler (I did this many times drained the hose first and then removed the plug from the cooler and then no water). To be on the safe side you can pour -100 AF down the raw water take house until it runs out the drive water intakes...this will push water out of the impeller housing and flush any water that could be in the cooler...

You could try taking it to a good radiatior shop and see if they could re-solder it...otherwise check at http://www.dougrussell.com I have bought many parts for my OMC from them over the years....
