I disagree - the trailer more than likely is being used. A crook doesn't care about reporting actual vin number and getting a license tag. Here all they need to do is get trailer tags as a homemade boat trailer and they have plates. They can restamp the vin so it doesn't come back registered to anyone/anything. Or destroy vin and slap a sticker over it and stamp their own owner applied number to the trailer.
Kindof hard for a police officer to read a vin running down the road. Most don't even know where the vin stamp on various trailers are located. It's a common problem with all trailers.
I forgot about other states, but than again, we are talking about Canada! Here in Mass, that is not how it works. Any home made trailer, needs to be inspected by the RMV. More for safety, but also to see if it is stolen. No re-stamping in this state. If the trailer is under $3000, you don't need a title, but you can ask for one. Over that, you need a title unless it is over 20yrs old. In some states, the trailer has Ins. from the towing vehicle. In Mass, the trailer must be insured & registered.
I know this is OFF the subject, but I do find it interesting, how other states work.
