Assuming there isn't something in the duct that is interfering with the fan blades (i.e., keeping the motor from turning), it could be that the bearings in the motor are worn out, causing the motor to work harder and draw more current. Could just be the motor wearing out too. Check the connections at the switch and at the blower; if they're clean, tight, and un-corroded, I would replace the blower next. One could always be a spare if that doesn't fix it.

Mine was doing that, and getting noisy... A blower is a cheap replacement, but PITA. I found the old one had a fan blade missing.
