I am new to the FourWinns community, as I have purchased a 2000 H240 a couple weeks ago

. 5.7L Carb Volvo GS.
I changed the fuel filter a few days ago, and had zero water in the old filter. Today, after getting stuck at a restaurant while the boat was in a downpour for over an hour, we stalled out on the way back home. Tried to remove the fuel filter to check for water (just put on by hand-tight a few days ago, with a couple drops of oil on the seal). Could not remove the filter even with an oil-filter wrench. I disconnected the fuel line at the carborator, as was able to pump 2 or 3 cups of water out of the fuel line. Re-started engine, and coninued for a short time. After that, we stalled out once more, so we repeated the process to get another cup of water. After that, we kept it at no-wake speed and made it home.
Once home (on trailer), I raised the bow as high as possible, and pumped more fuel through, and got another 1/2 cup of water, but mostly fuel. All these times, the water was brownish, and the fuel was clear (although a tiny bit cloudy). This was still coming through the water filled fuel filter, as I need to go buy a better tool to get it off.
1. Investigating at home, I found that the boat has a Perko Fill/Vent cap, and there was no O-ring. Does anyone know what size oring it should be? Does it sound plausible that such a large amount of water got in because of the missing o-ring.
2. Why did the fuel filter get so tight when I only put it on hand-tight? Should I have used a grease or petroleum jelly instead of drops of oil on the seal?
3. What do I need to do about the 50gal of gas remaining in the tank? The majority of it is 10% Ethanol Blended Unleaded Regular (fresh 1 week ago). Can I just pump out as much water as the pickup will get, than add Stabil and use up the gas as quick as possible? Or is it a "must" that I have the tank pumped out?
