I took the battery switch off and checked the inline fuses. On closer inspection, one of the fuses was carroded inside on of the ends. It was charging, but maxed out at 11.9v. I changed fuse and batteries are charging correctly (Bliss36 nailed it). Thanks to all for your help!
I just saw this thread. Glad you got it sorted.
My 2009 278 had 2 inline spade type 15A fuses in the charger output wiring; behind the battery switch panel. Why put them there ? I replaced them with circuit breakers, mounted in the engine compartment. Easier access, easier to check and reset if necessary
