So I have been struggling with this silly tilt wheel all year. Completely snapped two stainless steel bolts this year already. Is there anywhere to get a stronger bolt..maybe titanium..I don't know. Any help is appreciated.

Stainless is not the best for that app. Try carbon steel probably a good bit stronger.

Yes thanks just did a little search and found that stainless is not as strong as I thought...also need to find a bolt that is not threaded all the way.

Find a good hardware store, take the bolts that fit and ask them to check the grade on the head of the bolts, there are markings for the level of strength. Ask for the strongest ones that will fit. You do not need stainless anyway because you are in a dry climate with no corrosion concerns like we have here.
If you keep having trouble with that I'd look into replacing the whole helm unit. That would concern me, that you could have a failure at speed.
