I was WOT this sunday on the lake and hit some rough water imediatly after that my engine came down to 2500 rp then went back up a couple of time. I am low on fuel and the guage was all over the place.....

fuel starvation cause this?

If the gauge were bouncing all over the place (following the wave of fuel in your tank), and you were really low on fuel, I would suspect fuel starvation.
