You're going to need to sand it in order to get to a nice fresh and even gel-coat color. Work a small area, to see what is going to work best, before going over the whole booat.
Start with 1000 grit wet/dry emery paper. Use it VERY wet. Either keep a trickling hose over your work area or use a spray bottle with water. Use a rubber sanding block on the flat areas. Do your test section and then go over it with the rubbing compound and then a finishing compound (3M Finesse-It or Meguiar's Swirl Remover or Glaze). See what you have.
If it is still not glossy and even, try 800 grit then back to 1000 and the compound and finisher. Some people say that the 800 grit is fine to use the compound with, but you do have to work a bit more withthe compound if you finish with 800 grit.
Once you get the results you are looking for ..... hit the whole thing with this process.
