You can try to contact Four Winns about a new harness. The problem I see is whether or not the new harness could be routed back where the old one gets removed. The boat building process is performed in steps and the harness will more than likely be one of the first so alot of the bulkheads, seating etc... will be in the way.
What happened to the harness? Did the boat ever sink, sit in salt water, sit outdoors undercovered? Has somebody else messed with the harness in the past? Something has to have affected the harness since most boats don't have this issue.
