Okay, my '98 190 has a volvo 3.0 w/sx drive. Mechanic says the control box is worn out.
He says the part is $460. An aftermarket or used one would be nice if someone has a
source. The main problem I have is the engine acts like it is flooded if I stop and restart
after several minutes. I can stop and immediately restart all day long. Maybe a fuel
pump issue or carb? The bad control box keeps me from putting it in neutral and shifting
to full throttle to start after flooding because the safety lock will not let it turn over.
Second issue is I can only get the boat to run at a top speed of 26 mph with 2 adults
and 2 kids. The owners manual states it should top out around 40-42. I'm not expecting
a speed boat but that seems pretty low. The prop is stamped with a 17.5 x 19 and it is
3 blades. The engine will run around 4000 rpms at WOT. Trim will not give me much extra
either. Thanks.

I just bought a side mount control for my 96 horizon from discountmarinesupplies.com $259. Check them out you might find what your looking for. The prop number doesn't look right could it be 14.5x19?

You might want to get another opinion and see what they say. You may be onto something with the carb flooding. My boat wasn't running great last year, but not bad enough for me to really no much better. When having my boat summerized, the marina told me I needed my carb re-built as it was flooding out. I though wtf, carbs don't need re-built on a 12 year old engine. Little did I know that ethanol in gas had eaten away the seals. I'll be pulling my boat out of the marina and using a gas station now plus ethanol treatment. Your issue sounds very similar to what my boat was starting to do. Check and see if you're getting too much gas in your carb or it's flooding out or have a buddy or different mechanic look at it.

FW says for a VP 3.0 and SX drive the factory std prop is 14.25" x 21". This is a 3 blade Al prop.

I feel like it must be the wrong prop for the speed issue.
How much should a rebuild on the carb cost? That sounds
like a possible solution. I'm pretty sure the control box is
shot from the issue I have with the neutral switch.

Carb rebuild should run you ~250-300. Definitely make sure that is the issue though before having it done...no need to spend money of that's not the issue. 17.5 doesn't sound right on the prop, it should be 14.5 as mentioned. I'm no prop guy nor an engine guy either :| Just my .02

I got my 4 bbl Quadrajet rebuilt by my marine mechanic here in Long Island for 160, I did the r+r myself, I've rebuilt simple carbs but the Q-Jet is quite complex. I might pick up a spare one and then the next time it needs rebuilding, put that one on and rebuild the original one myself.
My boat came with a 14.5x19 prop, which was standard on the V8 models, the V6 200 Horizons were supposed to come with a 15x17 prop, when I switched to that one, it was like a new boat, jumps up on plane and accelerates much faster....

no idea on the speed of my boat (the speedo reads 15mph when wide open), but my neighbor has a 2002 yamaha waverunner 700, and with just me in the boat and 1/4 tank of gas I can beat him from the punch all the way to top speed. Those things run around 45-48mph so I guess my boat does around 48-50mph. 2000 3.0SX H180, unknown prop.
