Shop up the Chesapeake a bit. Like around Baltimore or over on the eastern shore. Can't recommend anyone in particular, but getting away from the immediate Annapolis area would probably lower your price a good bit. If you have a trailer for it you might shop in the Virginia/Potomac River areas.
Me, I'd weigh the cost against a bigger boat, or one already equipped with a genset and AC. Retrofitting that into an existing boat is unlikely to ever pay back the expense. Bear in mind a larger boat will likely incur greater costs for fuel and dockage.
But you're only considering adding AC alone, without a genset? As in, you're only going to run it when you're at a dock that has shore power? If that's the case you might want to consider one of the 'portable' AC units. Ones that fit into a hatch. I've never used one, nor know anyone that has one, but have seen them from time to time.
I'll add the obligatory warning NOT to half-ass it with a portable generator. Yeah, some folks are fine with doing it, but to me the risks aren't worth it. 'nuff said.
