I bought a 97 four winns 258 vista.. The guy left it outside and the interior is in NASTY SHAPE!! He never flushed out the potty so it got on the floor and everything in the cabin.. He hasn't used it since 07. We used it the first time in 09. When we took it out on the water the throttle cable broke so now we are fixing the boat since it was a whole court mess, we also need to clean it up. We did get the waste drained the carpet aired out but now we need to clean it up. There seats look black from sitting. I don't want to buy new seats.. So what would you recommend using on the Carpets and the seats that work good?

Yuck!! You are a much braver soul than me to buy a boat with someones sh!t on the floor. Are these snap in carpets? If so I'd pull them and take a power washer to them. If they are not snap in I'd probably still take a power washer to them!! Or some sort of sanitizing cleaning machine.

As for the vinyl are they dry rotted or still soft and just dirty? If dirty go to your local marine store and get any number of heavy duty vinyl cleaners and medium bristle brush. Starbrite makes good stain cleaner for vinyl.

Post some pics so we can so we can see what you have on your hands and maybe give better advice.

Ill be bringing the boat home tomorrow from storage so I can start the cleaning process.

They are not dry rotted they are still soft.

To answer your question, a neglected corroded cable can snap pretty easy but of maintained they rarely do unless they are very old. Yours is about old and probably neglected. Hopefully that isn't the beginning of more shifting or steering problems.
