While changing the filter seems relatively straight forward, is it necessary to fill the new filter with fuel before attaching it in place?

For just a regular fuel filter change, no. If you are going to fog the motor you will fill it with whatever you are using to fog (how much depending on what you are using) and put it back on to run it.

Just screw it on and you are ready, I like to use a little motor oil around the rubber seal so I can get it off later.
